What We Do
The HHSA Office of Compliance & Ethics helps ensure transparency, accountability, and ethical practices across our agency. We provide a safe and confidential place for both the public and HHSA staff to report concerns, file complaints, or share grievances. This includes issues related to fraud, waste, abuse, privacy violations, and other potential misconduct. Our goal is to protect the integrity of our services and uphold the highest standards of care and compliance for the communities we serve.

How to Report a Concern


Public Records Act Requests
This web portal is designed to assist you with obtaining Tulare County records you need. Previous requests and responsive documents are viewable here. You may not need to submit a request after navigating this system. 


Notice of Privacy Practices
The HIPAA Privacy Rule mandates that health care providers distribute a Notice of Privacy Practices to all patients. This document outlines how protected health information about an individual may be used and disclosed and under what circumstances specific authorization from the individual may not be required.


Consumer Forms
A covered entity may not use or disclose protected health information, except either: (1) as the Privacy Rule permits or requires; or (2) as the individual who is the subject of the information (or the individual’s personal representative) authorizes in writing.

The Tulare County Library offers free meals in Summer 2025 to children and teens, ages 1 to 18, at the Dinuba, Tipton, Lindsay, Visalia, Strathmore, Pixley, Alpaugh, and Earlimart Branches. Public libraries are natural spaces for serving free summer meals to children and teens while school is out.
