California voters approved Proposition 63, the Mental Health Services Act (MHSA), in November 2004. It was designed to transform California’s behavioral health system to better serve individuals with, and at risk of, serious mental health issues, as well as their families. Through MHSA, the State Department of Health Care Services (DHCS) provides funding for personnel and other resources to support county mental health programs and monitor progress toward statewide goals for children and youth, adults, older adults, and families. MHSA addresses a broad continuum of prevention, early intervention, and service needs, as well as the necessary infrastructure, technology, and training elements that effectively support the system.
