As the Division Manager of Public Health, Cecilia Herrera is responsible for coordinating and directing public health nursing programs and community health services. She provides oversight of Maternal, Child & Adolescent Health, Communicable Disease, Immunizations, Vital Statistics, Women, Infant, and Children (WIC), Children’s Medical Services (CMS) and other public health programs. In this role, she collaborates with community leaders and partner agencies to continue the development and improvement of public health services to achieve health equity. She is well versed in countywide policy planning and systems implementation, as well as the provision of services to many of the most vulnerable and in-need populations that the Agency serves.
Prior to her current role, Cecilia served as a senior administrative analyst at the Tulare County Administrative Office, where she acted as a budget and legislative representative for Public Safety and Health & Human Services. In addition, she previously served in HHSA’s Public Health Branch as public health and health services manager.
Cecilia holds a bachelor’s degree in political science from San Jose State University and a master’s degree in public administration from Fresno State University. She has furthered her education by completing Shaping Health Care Delivery Policy Program at Harvard University and the Leadership Development Program from UC Davis. Cecilia has been an active participant on the Tulare County Community Health Center Board since March 2011. A fluent Spanish speaker, Cecilia is a lifelong resident of Tulare County and is passionate about the well-being of the community she serves.
