Francena Martinez is a Division Manager in the Human Services Branch, TulareWORKs Division. She supervises and coordinates programmatic and administrative services for the public assistance functions of the branch, serves as a liaison for the County and other government agencies and various community interest groups, defines program plans and goals, and establishes procedures to ensure effective program administration throughout the division.
Francena has been employed with the HHSA for 17 years and has held multiple positions in the Human Services Branch. She has a passion for helping others and is dedicated to providing support and services to those in need.
She graduated summa cum laude from Purdue University Global, with a degree in forensic psychology.
