Emergency response typically happens in response to an incident. An incident is any event, whether planned or unplanned, that has the potential to significantly disrupt or overwhelm day-to-day operations and local resources. Tulare County HHSA has a Department Operations Center (DOC) that can be activated by the HHSA Director to provide oversight of its resources being committed to an incident response. Additionally, if an incident is large or complex enough, Tulare County may activate its Emergency Operations Center (EOC) to manage the response and the DOC may be activated to support the EOC.
