Charles (“Chaz”) Felix is the Homeless Initiatives Program Coordinator for the Tulare County Health & Human Services Agency. Chaz’s primary role is to increase overall functionality, alignment, and reach of the County homeless system. He works across branches to help identify strategic alignments and oversee a long-term system improvement process. Chaz also serves as an external liaison to homelessness service providers, cities, and other stakeholders, and works to develop opportunities to leverage local homeless resources. Additionally, he oversees special research projects intended to identify local homeless dynamics, including a longstanding collaboration with Case Western University that utilizes advanced GIS technology to contextualize homelessness in Tulare County.
Prior to this role, Chaz worked as an administrative specialist responsible for legislative and policy analysis/development on behalf of the Agency Director. Before joining HHSA in 2016, Chaz worked as a project manager for the Los Angeles County Tuberculosis Control Program. He also completed two health policy fellowships through the Central Valley Health Policy Institute.
Chaz has an extensive background in the intersection of law, policy, and overarching social institutions. He graduated summa cum laude from the University of California, Irvine, with a bachelor’s degree in psychology and a minor in education. He holds a juris doctor degree from the University of Southern California Gould School of Law, with a specialization in entertainment law and intellectual property, as well as a master’s degree in public health from Yale University.
