To help you out with the Medicare maze, HICAP, the Health Insurance Counseling Advocacy Program, is a federal–and state–sponsored volunteer–support program that provides free and unbiased assistance to people who need their Medicare questions answered. The Kings/Tulare Area Agency on Aging (K/T AAA) and HICAP help Medicare consumers with things like benefit coverage, billing, consumer rights, and coordination of parts A, B, C, and D.
