Patrick Hamblin

Patrick Hamblin is a Division Manager of Fiscal Operations and HHSA’s Compliance, Privacy, and Security Officer. In this role, Patrick oversees the Office of Compliance and Ethics, Logistics & Planning, Legislation Tracking, and the Animal Services Division. Patrick is also involved in technology projects and administrative activities, focusing on streamlining processes and decreasing the Agency’s overall operating costs. 

Patrick previously served as the Division Manager of Animal Services, and in that role successfully restructured and rebranded Animal Services through developing new ordinances and standards within the county, making Tulare County one of the most progressive in California. He currently serves as HHSA’s representative on the Tulare County Animal Services Advisory Committee. Patrick has worked a combined total of 11 years within HHSA.

Prior to returning to HHSA in 2013, Patrick worked for various companies in the San Diego area overseeing contracts, finance, and compliance and ethics programs.  In his last position Patrick served as Senior Global Administrator of Corporate Compliance and Ethics and was responsible for ensuring operational compliance in 13 countries. 

Patrick holds a bachelor’s degree in social science, a paralegal certificate, and various other professional certifications.
